From southeast Washington, DC, where the Potomac and Anacostia Rivers meet, Fort Lesley J. McNair still protects America's capital. In 1791, Pierre L'Enfant designated it as a military reservation. The post is the third oldest in continuous operation--as an arsenal, a penitentiary, a hospital, and now, a military education center. It was renamed in 1948 to honor Lt. Gen. Lesley J. McNair, who was killed in World War II. Over the course of two centuries, the fort has borne witness to the British ransacking during the War of 1812; a Civil War explosion that killed female arsenal workers; and the incarceration, trial, and hanging of Lincoln assassination conspirators.
Over time, it became the home of several artillery commands, the first federal penitentiary, the US Army Engineer School, the US Army Music School, the US Army War College and the US Army Band (""Pershing's Own""). Today, it has evolved into the National Defense University, Inter-American Defense College and the headquarters of the Military District of Washington.

After the federal government purchased the Tome School for Boys in the northeasternmost county of Maryland in 1941, more than 1,200 acres were cleared for the United States Naval Training Center, Bainbridge. Preparing 350,000 sailors for battle in World War II, Bainbridge became a city in itself, with a PX, officer's club, chapel, post office, drill fields, indoor pools, and hospital. Because of the training center, Cecil County's population more than doubled. After 1976, when the center fell into disuse, the buildings were demolished. They live on, though, through the vintage photographs in this volume, collected from the archives of the Paw Paw Museum, the USNTC Bainbridge Museum, the U.S. Navy, and historic yearbooks and guidebooks. The history of the adoption of the torpedo as a recognized implement of warfare is not unlike that of gunpowder or of exploding shells. Each in its turn was met by the cry, "Inhuman, barbarous, unchivalrous."
During the American Civil War, the Confederate Navy employed submerged mines, called torpedoes, and explosive charges mounted on a long pole referred to as the "spar torpedo" which was bumped into the hull of an enemy vessel exploding on contact. These weapons enjoyed great success during the conflict.
In July 1869, the Secretary of the Navy announced the establishment of the Naval Torpedo Station on Goat Island in the harbor of Newport, Rhode Island, for development of a more sophisticated and deadlier self-propelled torpedo. From its founding until the end of the Second World War, the Naval Torpedo Station has been the Navy's principal center for the design of torpedoes.
Newport continues as the home of the U.S. Navy's most important laboratory for research and development of modern weapons' systems.
