As Springfield residents decorated for Halloween in September 1972, the crime rate in the quiet, affluent township was at its lowest in years. Serial killer Richard “Night Stalker” Ramirez lived at the Cecil for long stays in the 1980s. Austrian serial killer Jack Unterweger murdered three sex workers while a guest at the Cecil in 1991. Before the Civil War, North Alabama was infamous for lawlessness. The era saw courts filled with defendants who spanned the socioeconomic gamut--farmers, merchants and politicians. In 1811, John B. At various points in history, Kentucky's politics and government have been rocked by scandal, and each episode defined the era in which it happened.
