The Line between Lawmen and Lawless

On December 26, 1910, Oscar Chitwood lay lifeless on the courthouse lawn in Hot Springs, his wrists shackled together, and his body torn by bullets. The deputies on the scene claimed that masked men had lynched their prisoner and that the lawmen were innocent bystanders to the carnage. Newspapers everywhere proclaimed this killing another example of vigilantism run rampant. Within days, however, the official story fell apart, and these deputies were charged with cold-blooded murder. Authors Guy Lancaster and Christopher Thrasher tell the little-known story of accused outlaw Oscar Chitwood, the authorities he dared defy, and the mysterious resort town of Hot Springs, a place where the Wild West met the epitome of civilization, and where the boundaries between lawman and outlaw were never all that clear.

Pocahontas, Arkansas, began as an early settlement known as Bettis Bluff. The name Pocahontas appears to have first been used in 1836 when the town was chosen as the county seat of the new Randolph County. The area's rivers played a significant role in the county's development, with the first steamboat arriving in Bettis Bluff in 1829. Pocahontas flourished following the Civil War due to the growing lumber industry, which cleared vast forested areas, allowing for an agricultural economy. The arrival of the railroad in the early 20th century ushered in new opportunities, and while World War II led many to leave in search of better-paying jobs, others benefited from the opening of Brown Shoe, Magee Picture Frames, Waterloo, and other industries. A significant lumber industry developed as the forests of the Current and Black River bottoms were cleared. The Port of Pocahontas became a shipping point for lumber, and the Sallee Handle Mill along the riverfront in Pocahontas became a booming business. Randolph County emerged as a significant producer of rice, soybeans, and, more recently, peanuts.

The Delta Lowlands, a place of stunning innovation and creativity in music and film, has laid an incredible foundation for American entertainment. Talented singers, producers, and musicians from a narrow stretch of Arkansas Delta land--traversing U.S. Highway 65 south near England down to Pine Bluff and on through Lake Village/Eudora--have garnered every conceivable distinction, including Grammys as well as Country Music Association (CMA), Gospel Music Association (GMA), Stellar, Dove, Soul Train, Rock and Roll Hall of Fame, and other music awards. The mosaic of cotton blossoms, catfish farms, blues juke joints, foot-stomping churches, and rich Delta dirt has also served as the training ground for legends in blues, R&B/soul, country music, jazz, and gospel. In film and television, the Delta Lowlands has birthed the invention of sound in movies, the development of slow-motion footage, the creation of television's Neilson's ratings, the first western-genre movie star, a cadre of Emmy and Oscar award-winning personalities, and a television tower that was once the second tallest man-made structure in the world.

A True Story of Murderous Greed.

The John R. Kizer story is a riveting tale of deception, murder and anxiety in rural Arkansas. Kizer was a doctor who used his knowledge to drive his lustful greed and his standing in the community to evade detection. He would spend hours caring for a sick farm animal but could also poison a dog with no emotion. And he acted the same with humans. Kizer used his wealth, position and social standing to evade detection while committing gruesome crimes, allowing him to recoup much of his ruined finances following the great stock market crash of 1929. His dreams of wealth and social acceptance drove him to murderous heights. Historian Rodney Harris offers the true story of Kizer's life.

Pulaski County, one of Arkansas’s original five counties, has been a political and cultural center for the state since 1819, being the home of the state’s capitol and the seat of the state’s economic power.  Located in the Arkansas River valley, Pulaski County is marked by bustling communities and has been home to colorful Arkansas characters, such as Chester Ashley and William Woodruff, and civil rights pioneers, such as Scipio Jones and Daisy Bates. These luminaries left traces and trails in the architecture throughout the county that attest to their cultural and economic world.
