Bandelier National Monument is located about 60 miles west of Santa Fe, New Mexico, on the edge of the Valles Caldera, the center of a massive extinct volcano that forms the Jemez Mountains. In late 1939, the US Army leased from the City of Albuquerque 2,000 acres adjacent to the municipal airport to house a small Air Corps detachment servicing transient Army and Navy aircraft. On November 18, 1904, engineer B.M. Hall submitted his final report to the 12th National Irrigation Congress in El Paso, Texas. He concluded that the ideal location for a dam and reservoir would be a site in western New Mexico.
