Aberdeen Gardens was established by Pres. Franklin Delano Roosevelt's New Deal in 1934 as a model for housing following the Great Depression. Of the 55 similar areas in the United States, Aberdeen Gardens is especially significant because it is the only intact community built by blacks for blacks, many of whom were Newport News Shipbuilding and Drydock defense workers. The original architectural plans, designed by Hilyard Robinson, included a school, multi-purpose building unit, community center, and tracts for 158 homes. The community center was never built, but several small stores occupied the shopping center across from Aberdeen School. Every prefurnished home was brick with an attached garage, indoor plumbing, a furnace, a porch, a very large yard, and a chicken coop.

Settlers to Fox Hill, on the edge of the Virginia's gateway to the Chesapeake Bay, arrived as early as 1625. The name is believed to have been derived from the numerous fox dens in the sand of local beaches and was originally spelled Foxeshill. Early pioneers worked in small countryside farms, mostly growing the profitable tobacco, which soon allowed for larger, more profitable, plantations. In the early 1800s, a large number of Methodist families settled in the region, leaving a lasting impression that can be seen today. Fisherman and boat builders also immigrated into the area. Fox Hill soon became a thriving and prosperous community in Elizabeth City County. Beginning shortly before 1900, the white sand and waters of the Atlantic drew many to Grandview Beach, a location that became widely known as one of Virginia's best summer resort destinations. A boat house and dance pavilion were constructed in the ensuing decades, although they were later destroyed by a powerful 1930s hurricane. The site was later rebuilt, only to be torn down again by Hurricane Hazel in 1954.

Randolph-Macon College was founded as a Methodist-related college in 1830 near Boydton in Mecklenburg County, Virginia. After the Civil War, the college moved along the Richmond, Fredericksburg, and Potomac Railroad tracks to the wooden buildings of a bankrupt resort hotel north of Richmond in Ashland, Virginia. The college was soon known for such innovations as required physical education. Pres. W. W. Smith expanded Randolph-Macon into a system of five institutions, including the women's college in Lynchburg, Virginia. Pres. Robert Emory Blackwell instilled the college philosophy of "hand cultivation" of students, which is still followed today. After World War II, Pres. J. Earl Moreland began building the modern campus. In 1966, African American students were admitted, and though town girls took classes as early as 1893, the college became fully coeducational in 1971. Today the college has grown to over 1,200 students and although still grounded in the liberal arts, majors range from accounting to women's studies.

Richmond, Virginia, located on the banks of the James River, developed into a major port by the mid-19th century. The city became the shipping point for flour, livestock, vegetables, tobacco, coal, and ironworks. During this period, the James River and Kanawha Company developed a canal system that was highlighted with the construction of five large stone locks, completing the canal connection to the city dock area. Coinciding with development of the city's canal system, industry followed, and by the very early 1800s, large flour mills dotted the city, replacing older, smaller-scale grist mills. This new wealth helped other industries prosper, including cotton and woolen mills, as well as tobacco factories and iron foundries. The looming Civil War had a tremendous impact on Richmond's waterfront activity. With the eventful fall of Richmond to the Union forces, the major port was destroyed by fire. Following the Civil War, the city and industry were rebuilt but the four milling empires never reached the zenith they previously attained. As business for the city gradually began to increase in the late 1800s, increasing consolidation of port activity to cities such as Norfolk, Baltimore, and new York eliminated the need for inland travel by water to ship goods. This does not diminish the fact that inland port cities such as Richmond remained vital in the development of the state and burgeoning nation. Chesterfield County, created in 1749 and located in the central region of the state, was part of one of the original shires of Virginia.
